Country’s population is 20 millions (2015 est) with 89% native Romanians. The official language is Romanian and Bucharest is capital and largest city. Romania has High Human Development Index. Timisoara is one of the highest Internet speed city in the world making Romania 2nd highest in Europe.

Romania has good universal health care system. Romanian emigration of doctors is one of the highest in Europe (about 9%). Romania has one of the lowest medical expenses in European Union. Health sector is improving day by day. Life expectancy at birth is 74.69 year. 

Foreigners can get cheapest health insurance as well in Romania which will be valid for all EU.

Undergraduate Medical Education

Basic medical education in Romania starts after completing secondary school education having high school diploma or baccalaureate or equivalent. Undergraduate medical education consists of 6 years study program. The study period is divided as follows:

  • 3 years pre-clinical studies
  • 3 years clinical studies

Upon graduation doctors are awarded with MD (Doctor of Medicine) degree.

Romania has many medical schools Romanian medical universities and basic medical education is taught in Romanian or English or French (depends on university).

Foreign student holding high school diploma can study medicine in Romania, they can choose the language of study (Romanian, English, French). Romania offers one of the cheapest study program in medicine and their basic medical education qualification is recognized all over the European Union, EEA and Swiss.

For EU/EEA/Swiss Students

Their high school diploma should be recognized by the National Centre for Recognition and Equivalence of Diplomas in Romania (CREDR), then they can apply directly the university of medicine of their choice.

If they speak Romanian language, they can apply to pass an exam like Romanian students to get full scholarship. If not they can pay for the studying medicine in Romania without passing any exam.

For Non EU/ EEA/ Swiss students

Admission to medical university in Romania is based on application file selection by university. Foreign student contact directly the medical university or can apply to Ministry of Education of Romania.

These students should pay annual tuition fee to study medicine in Romania around 3200-5000 euro /year.

Romania Medical Residency

There are several medical specialization options in Romania. Generally Romania medical residency training in medical disciplines is for 5 and in surgical disciplines is for 6 years.

Good Romanian language knowledge is required for Romania medical residency training. If doctor doesn’t speak Romanian language, he/she can take at least 6 months Romanian language course. Romania medical residency training varies for different foreign medical graduates. i.e.

For EU/EEA and Switzerland graduates

These medical graduate are treated as Romanian students. They can take residency exam after getting Romanian language certificate as the Romania medical residency entrance exam is conducted in Romanian language. After passing the examdoctors can choose their specialties related to their results in exam, they don’t have to pay any tuition fee and they get monthly salary.

If they don’t pass that exam, they can do their residency by paying for it as well.

For Non EU/EEA and Switzerland graduates

There is no residency exam for these medical graduates and they should learn Romanian language for at least 6 months before starting their residency training. as they have to pay fee for their Romania medical residency or specialty training (3800 -7700 euros/year depending upon their university. Their admission is based on application files selection by relevant university where they want to start their residency training.

To practice medicine in Romania, local and foreign physician should be a member of the Romanian college of physicians.

Medical graduate student holding Romanian qualification can practice medicine throughout the European union and European member states. Romanian  medical degree is recognized all around the world.


1. Eligibility to study medicine in Romania

  • High School diploma
  • Language proficiency (English/Romanian or French if teaching medium is French)

2. Eligibility for Romania medical residency

  • Basic medical qualification
  • Romanian language proficiency

3. Eligibility for License/Registration in Romania

  • Citizenship (national of Romanian states,nationality of EU/EEA/ Switzerland, the spouse of a Romanian citizen, citizens of third states beneficiaries of the permanent resident status in Romania)
  • Basic Medical qualification
  • Membership of Romanian College of Physicians
  • Not to be found in any of the cases of indignity or incompatibility under this law
  • Be able to practice medicine from the medical point of view
  • To have a valid liability insurance for errors in professional activity


1. Procedure to study medicine in Romania

For EU/EEA/Switzerland students

First they should apply for recognition of their high school diploma by the  National Center for Recognition and Equivalence of Diplomas in Romania (CREDR)

Then they can pass an entrance exam like Romanian student if they can speak Romanian language and get full scholarship to study medicine in Romania.

If they don’t have Romanian language knowledge they can pay tuition fee and study medicine in English or French medium.

For Non EU/EEA/Switzerland students

Applicant holding high school diploma can apply to study medicine in Romania. First he/she send the required documents directly to the university or to the Ministry of Education. Admission to any university is based on application file selection by the university.

2. Procedure to get residency training in Romania

For EU/EEA/Switzerland graduates

  • Start learning Romanian language
  • After getting Romanian language proficiency certificate (B2 level), medical graduates as Romanian graduates should sit for and pass a Romania medical residency entrance exam.
  • If they pass that exam, they can start their training and get monthly salary
  • If not, they can pay for their specialization training.

For Non EU/EEA/Switzerland graduates

  • They should have basic medical qualification equal to Romanian medical qualification
  • If they don’t speak Romanian language, they should learn for at least 6 months Romanian language
  • Then, they can choose their specialty and finance their specialization/Romania medical residency training program for 3800-7700 Euro/year.

3. Procedure to practice medicine in Romania (license/registration)

See the required eligibility to practice medicine in Romania, if you meet eligibility criteria you should register to be a member of the Romanian college of physicians.

  • Certified copy of secondary school certificate
  • Certified copy of valid passport
  • Certified copy of birth certificate
  • Medical fitness report 
  • 4 passport size photograph

These documents can be sent to Ministry of Education of Romania or to directly to chosen medical university in Romania

Application to residency in Romania :

  • Certified copy of university diploma
  • Certified copy of the baccalaureate diploma or equivalent
  • Certified copy of the birth certificate
  • Physically and mentally fitness certificate
  • Certified copy of passport
  • CV
  • 6 recent photos

All these documents must be in Romanian, English or French.

The authentication of copies must be done by the ministry of external affairs of applicant country and then by the Romanian embassy.


For Romanian/EU/EEA/Swiss graduate who speak good Romanian language they can apply for Romania medical residency entrance exam to enter into residency training, the exams are conducted in Romanian language

There is no exam entrance to study medicine or to do residency training in Romania For Non EU/EEA/SWITZERLAND students (as they need to pay for their residency training).


Undergraduates: 3200-5000 Euro /year

Graduates (master, PhD , Romania medical Residency training, etc): 3800-7700 Euro/year

Language course (1 year: Romanian or English):2700 Euro

Postgraduate Medical Education

Apart from Romania medical residency training, country offers many other postgraduate medical education options e.g. masters and PhD programs. A number of master degree programs beside Romania medical residency training program are offered in Romania. Postgraduate studies are usually self funded, though some scholarships can be obtained by foreign medical graduates to finance their studies. e.g. Romanian Government Scholarship, Erasmus Mundus Scholarships etc.

      He can get admission in any of the medical universities easily by sending them his emails and documents. Romanians know English. They will definitely reply him. But he has to pay fee there for medical residency.
